Refugees on Guantanamo

The Pentagon builds housing for the flood of refugees arriving at the Guantanamo base from Haiti. In 1994, thousands of would-be Cuban emigrants join them. Eventually, more than 45,000 Cubans and Haitians are held in tent cities covering much of the base. Most Cubans are admitted into the United States, but most Haitians are sent back home. The last of the Cubans depart in 1996.
