In June, at a breakfast during a meeting of the Organization of American States (OAS) in Chile, Argentine Foreign Minister Admiral Cesar Guzzetti tells Secretary of State Henry Kissinger what the Argentine military is doing. Kissinger replies that they have to finish off the terrorists before the installation of the new U.S. Congress in January 1977. Kissinger is counting on the reelection of Gerald Ford, who is defeated in November by Jimmy Carter.
